The 95 percent figure looks good on paper, but I want to see the accounting method. Are these actual measured reductions or just estimates based on the number of hybrid cars registered? There is a big difference between projected savings and real atmospheric data.
Exactly. Most of these listed measures are behavioral or small scale. I do not see any mention of grid decarbonization or industrial energy shifts. If they are not tackling the heavy emitters, the 2030 goal of 2.53 million tons will be a steep climb.
