The real issue is the install. Most installers just want the unit on the wall and the pipe connected. Getting a smart control system configured and actually linked to a utility signal requires a level of technical setup that the current labor market struggles with.

Exactly. Time of use tariffs are the only way to make this work for the consumer. If the smart thermostat saves them money by preheating when wind power is cheap, they will actually use it.
