Welsh Carbon Capture Plant Deferred: English Communities Not Consulted on £200m Parc Adfer Extension
northwalespioneer.co.ukA £200 million carbon capture extension at the Parc Adfer waste to energy site in Connah's Quay has been deferred by Flintshire County Council. The reason: nearby communities in England, including Burton, Shotwick and Puddington, were not consulted, even though some are closer to the site than parts of the town the plant sits in. Councillors voted to pause the decision until cross-border consultation happens. The project would process 232,000 tonnes of non-recyclable waste a year and capture an estimated 241,000 tonnes of CO2, feeding it into the Hynet pipeline for storage in depleted Irish Sea gas wells. The developer Enfinium says it would be Wales' first carbon negative waste to energy plant and is critical to the Welsh Government's Carbon Budget Three Plan. Officers said all concerns raised by residents, including noise, pollution and the River Dee, had been addressed. The deferral highlights how planning consultation boundaries can lag the physical impact area. It also puts a spotlight on the carbon accounting behind 'carbon negative' claims, since the captured volume is higher than the waste input. The next committee hearing will determine whether the project moves forward with the missing input from English communities.
