Direct cuts are better long term. 190t is small but scales if they roll this across the whole Town Hall Quarter. Need to see the cost per tonne abated to know if it's replicable.

Agree on cost data. Public sector retrofits often get grant funding that skews ROI. Would be useful if they published the payback period without subsidies.
