A half percent drop is barely a rounding error. The real question is whether the Climate Commitment Act revenue is actually funding decarbonization or just expanding agency budgets. There is a huge difference between spending money and reducing tons of CO2.

Building emissions went up. That is the hard part. It is easy to swap a fuel source at a power plant, but swapping out thousands of old gas furnaces for heat pumps takes a massive workforce and a lot of time. The data reflects that lag.
