Vietnam is building a carbon market, and banks are starting to ask how emissions reductions can back lending decisions. At an October 2026 seminar, Agribank laid out how it plans to finance projects that generate verified emission reductions, rather than trade credits itself. The bank sees the biggest opportunity in agriculture, where rice, livestock, forestry, and biomass projects could produce measurable carbon results. The catch is that carbon value only helps a loan when the environmental data is solid, the legal rights to the credits are clear, and the cash flow is recoverable. Vietnam's compliance market launched with VN2025 quotas on HNX in June 2026, but trading volume and value were zero in the first sessions. Agribank recommends clarifying credit ownership, cutting MRV costs for cooperatives, linking supply to buyer requirements, and using blended finance for early-stage projects.
