Vietnam's Ministry of Industry and Trade is drafting plans for a 500 billion VND state fund to support business investment in energy efficiency. The fund would use preferential wholesale loans, interest rate subsidies, and technical support such as energy audits to help companies upgrade equipment and cut production costs. It is designed as a non-profit state financial fund that must preserve its capital, with state budget money covering charter capital between 2027 and 2029. One driver is CBAM. Exporters face tighter carbon reporting requirements in the EU, and older, inefficient equipment raises both energy costs and embedded emissions. The proposed fund would offer loans of up to 10 years with a two year grace period, subsidize interest at 2% per year, and set risk limits such as a 70% cap on project financing. The Ministry of Industry and Trade plans to submit the proposal to the Prime Minister in December 2026, with operations starting in 2027.
