Vietnam inaugurated its first domestic carbon exchange on June 29, 2026, at the Hanoi Stock Exchange (HNX), marking a milestone for the country's carbon market. The pilot phase, running through the end of 2028, will trade greenhouse gas emission quotas and carbon credits from 110 high-emission facilities, with a total registered volume of 511 million tonnes of CO2. The government has waived service fees for the exchange to lower participation costs and encourage businesses to adopt emission reduction measures. Under Decree No. 29, the Vietnam Stock Exchange, HNX, and the Vietnam Securities Depository and Clearing Corporation will not charge fees during the pilot. State Securities Commission Chairwoman Vu Thi Chan Phuong said the policy aims to reduce market entry costs and promote sustainable development. The exchange is part of Vietnam's broader strategy to meet international climate commitments and transition to a low-carbon economy.
