Vietnam deepens energy ties with Russia on nuclear, oil, gas, and low-carbon tech

Vietnam is expanding its energy partnership with Russian state firms Rosatom and Zarubezhneft, focusing on nuclear power, oil and gas, and emerging low-carbon technologies. The centerpiece is the Ninh Thuan 1 nuclear plant, which will use two VVER 1200 reactors to add 2,400 MW of baseload capacity. This move supports Vietnam's goal to diversify its energy mix and reduce power shortages while advancing its climate targets. Beyond nuclear, the partnership extends to offshore wind, LNG, technology transfer, and rare earth resources. The Vietsovpetro joint venture has been extended through 2050, providing long term certainty for oil and gas operations. Vietnam's revised Power Development Plan calls for major investment in generation and transmission infrastructure through 2030, with nuclear playing a larger role in meeting future demand and cutting emissions.
