Vietnam and Japan have formally adopted the Rules for the Implementation of the Joint Crediting Mechanism (JCM) at the 10th meeting of the Joint Committee. The rules set out procedures for developing, registering, and approving JCM projects, as well as how carbon credits are allocated and transferred between the two countries. This gives project developers a clearer legal and technical path under Article 6 of the Paris Agreement. The JCM has been running since 2013, with 14 completed projects and more than 35,000 carbon credits issued so far. The new rules align with Vietnam's Decree No. 112/2026/ND-CP on international exchange of greenhouse gas emission reduction results and carbon credits. Both sides also discussed finalizing a guidance handbook to help businesses participate in the next phase. Results are expected to be shared at the Vietnam-Japan Ministerial Dialogue on Environmental Policy in early November 2026.
