Verra has launched the Scope 3 Standard (S3S) Program to certify emission reductions and removals inside corporate value chains. The program issues Scope 3 Units (S3Us), with each unit equal to one metric ton of CO2e. It starts with adapted VCS methodologies for improved agricultural land management and low-carbon concrete production, with more sectors planned. Scope 3 emissions often make up over 75% of a company's carbon footprint, but there has been no independent system to certify the results of value chain projects. Verra says the S3S Program fills that gap and will run alongside its Verified Carbon Standard. Version 1 lets project proponents list projects on the Verra Registry, while later versions add reporting units for companies making Scope 3 claims. The big open question is how S3Us will be used in corporate reporting without double counting. Verra plans to add guidance in Version 2 for value chain association and reportable units. The program was tested with companies like Bayer, Patagonia, Rabobank and Sodexo, so the next step is watching whether buyers treat these units as a real financing channel.

Question on the concrete methodology. Low-carbon concrete is still a small slice of construction emissions. Cement kilns and clinker substitution are where the tonnage is. If the first methodologies only cover the easy parts, the program will certify marginal projects while the big industrial sources wait for later versions.
