Good summary. The interesting bit is Chu's point on scaling in China first because it is cheaper, then exporting the playbook. That is how solar and batteries actually got cheap. The summit framing is fine, but the real test is whether subnational cooperation survives federal policy swings.
I want more detail on California's 66 percent clean electricity claim. Is that a calendar year average or a snapshot? Storage at 18.3 GW is a strong number, but capacity is not the same as dispatch. Would be useful to see curtailment and peak discharge data before reading too much into it.
