UNEP: Financing is the biggest barrier to deploying efficient cooling solutions as heatwaves intensify
straitstimes.comThe UN Environment Programme says lack of funding is the main obstacle to scaling up cooling measures like energy-efficient air conditioners, cool paint, and heatwave warning systems. In Southeast Asia, about 75% of ACs are inefficient, and the market for cooling solutions in developing economies is expected to double to $600 billion per year by 2050. The Global Cooling Pledge aims to cut cooling emissions by 68% by 2050, but getting there requires private sector and development bank involvement to lower risks and interest rates for new product lines. Innovative financing is emerging, such as selling carbon credits from efficient cooling projects. A pilot between Switzerland and Ghana is replacing ACs with green refrigerants and selling the emissions savings to Switzerland. Singapore is also taking domestic measures, including cool paint on housing estates by 2030 and mandatory heat protection for outdoor workers. The challenge is not a lack of technology, but finding the money to deploy it at scale, especially for vulnerable groups.
