The United Nations Economic Commission for Africa (UNECA) warns that the EU's Carbon Border Adjustment Mechanism (CBAM) may hinder industrial growth across Africa. While the continent supports climate goals, officials argue that the policy was designed without adequate consultation with African nations, potentially turning an environmental tool into a trade barrier. Steel and aluminum sectors in North Africa and Mozambique face the highest risk due to their heavy export reliance on European markets. To counter this, UNECA suggests that African governments develop their own domestic carbon pricing systems to keep decarbonization revenues within their own economies rather than paying them to the EU.
