15 million units per year is a huge number. But how many of those are actually destined for Africa and what is the grid capacity in target countries? Electric two wheelers need reliable charging. Without grid upgrades the MOU is just a press release.

TAILG is a Chinese company with global reach. The MOU mentions gasoline to electric conversion which could be a big deal for African motorcycle taxis. Those boda bodas are everywhere and switching them to electric would cut emissions and fuel costs. But conversion programs are hard to execute.
