Exactly. If the baseline is wildly implausible, the solutions proposed to fix it often end up being equally impractical. I am more interested in the actual capacity factors and deployment timelines we have now than in a 2011 projection.

True, but the policy uncertainty makes it hard to finance industrial efficiency projects. No one wants to invest in a deep retrofit if the regulatory framework is shifting every time a new letter is written to the PM.
