So Hong Kong's grid is 67% fossil fuels and only 1% renewables. That explains the carbon intensity ranking. Data centres there are basically running on coal and gas with no clean backup.

Worth noting Hong Kong has low water and land footprints because they skip renewables. That is not a win. It means they are not building solar or wind farms which need space. Just importing dirty power.
