Ulsan is investing 5.4 billion won ($3.9 million) to create a high-resolution 3D digital map of its entire 532.5 square kilometers. The project, funded equally by the central government and the city, will produce digital surface models, 3D building models, and a carbon spatial map to support climate policy and disaster response. Completion is targeted for January next year. The digital twin will serve as base data for urban planning, underground utility management, and private mapping services. A key use case is flood path prediction during heavy rain, plus visualizing greenhouse gas emissions and absorption to guide carbon neutrality policies. The city has been selected for state matching funds for four consecutive years, indicating a sustained commitment to spatial data upgrades.
