Ukraine's steel output halved by strikes, port blockade, and EU carbon tax; ArcelorMittal urges rescue plan

The EU's carbon border tax (CBAM) is adding further pressure, with ArcelorMittal Kryvyi Rih calling for a coordinated government rescue resolution that includes deferring CBAM and restoring steel quotas. The steel sector provides 6% of Ukraine's GDP and 13% of foreign-currency earnings, but current logistics and carbon costs make many exports unprofitable. The company wants EU negotiations to defer CBAM until after martial law, stabilize rail tariffs, and launch anti-dumping cases against Turkish and Chinese imports.
