UK study: Carbon labels plus a tax on high-emission foods could cut greenhouse gases by 5% and generate net social benefits

The research, published in the Journal of Environmental Economics and Management, simulated an online supermarket with about 5,000 UK respondents. Carbon labels alone cut the carbon footprint of the average food basket by 5.6%, while a tax of 60 pounds per tonne of CO2e on high-emission products was almost twice as effective, reducing the footprint by about 10% but costing consumers 79 pounds per person per year. The sweet spot came from pairing labels with a lower tax of 28 pounds per tonne of CO2e. That combination achieved the same roughly 10% reduction in the average shopping basket, equivalent to 4.7% of UK emissions, while costing only 34 pounds per person per year. The researchers calculated that the social benefits from lower emissions and new public revenues more than offset that cost, producing a net social benefit of about 13 pounds per person per year. That is more than double the benefit from a tax-only approach and significantly higher than labels alone. The study also noted that households with meat-heavy diets reacted more to carbon labels, suggesting information can drive meaningful changes in that group. The authors argued that redistributing tax revenues on a per capita basis could eliminate the regressive burden on lower-income households, making the policy more equitable. The findings suggest a practical path for the UK to cut food-related emissions without heavy economic pain.
