The quote from Steve Gummer is the key part. A target without a grid plan is just a wish. If we add 1.5m heat pumps per year by 2035 the distribution network needs major upgrades now.

Worth noting the insulation numbers are only for lofts and cavity walls. Solid wall homes, which are common in older UK housing stock, aren't addressed here. That's a big gap.

Good point. Solid wall insulation is more expensive and disruptive. If the budget ignores that, it might push those homes toward heat pumps without proper fabric efficiency first.
