UK Publishes Final CBAM Guidance for 2027 Carbon Border Tax on Imports
streamlinefeed.co.keThe UK's HMRC has released final technical guidance for the Carbon Border Adjustment Mechanism (CBAM), set to launch on January 1, 2027. The rules cover how overseas manufacturers and UK importers must monitor, verify, and report embedded emissions for goods like iron, steel, aluminium, fertiliser, hydrogen, and cement. Importers will be legally responsible for ensuring compliance and paying the carbon tax, even if their overseas suppliers provide incomplete or inaccurate data. The guidance also includes illustrative CBAM rates, worked calculation examples, and rules for carbon price relief, allowing importers to deduct carbon costs already paid in the country of origin. A key concern is the burden on SMEs, which may struggle to obtain verified emissions data from suppliers and could face higher taxes if they fall back on default emission values. Northern Ireland goods are excluded from the UK CBAM due to its unique customs status. Businesses should start preparing supply chain data-sharing and verification arrangements now to avoid customs delays and penalties when the regime takes effect.
