UK ports challenge EU carbon leakage claims: BPA says investment, not EU ETS, is driving container growth
portstrategy.comThe British Ports Association has published new analysis arguing that EU carbon pricing is not diverting container shipping from continental Europe to the UK. The paper directly challenges claims from Spain's EU ETS Observatory that British ports are benefiting from carbon leakage under the EU Emissions Trading System. The BPA says growth in UK container volumes tracks recent investment, including the new 350 million pound berth at London Gateway, rather than any shift caused by carbon costs. UK container volumes grew strongly in 2025, with around 85 percent of that growth coming through London after the new berth opened. The BPA also notes that major continental ports like Rotterdam, Antwerp-Bruges, and Hamburg recorded growth over the same period, which weakens the argument that UK gains came at their expense. The association is calling on the UK government and European Commission to look at the full data before introducing measures that could penalize British ports. The dispute matters for climate policy because it tests whether emissions trading is being used as a real decarbonization tool or as a cover for trade disputes. The BPA supports measures to cut shipping emissions, but wants the evidence base to be solid before any new penalties are applied.
