Good to see they are at least giving MPs more than 17 minutes this time. The 87% target by 2042 is ambitious but the real test is the delivery plan. Moving electricity policy costs off bills would help electrification a lot more than another debate.

Including international aviation and shipping is a big deal. You cannot claim net zero while outsourcing emissions to cargo ships and planes. That alone makes the budget more honest than the last one.

The bit about electricity costs is where this gets real. If they keep policy costs on bills, electrification of heat and transport stays expensive. That kills demand for renewables and storage. Need to see the actual delivery plan numbers.

Worth noting the government agreed to publish a delivery plan only after Parliament sets the budget level. That sequencing matters. They cannot just announce a target and figure out the how later. At least there is a process now.

The EAC is right to push on distributional impacts. Decarbonisation costs falling on poorer households is a real political risk. Moving costs to general taxation is the obvious fix but the government punted. That will come back up.
