Moving these territories into the NDC scope is a good step for accounting, but the real question is the incentive structure. Without specific funding or clear reporting standards for small islands, these ratifications can stay purely symbolic.
Agreed. It is easy to sign a treaty, but harder to actually upgrade a remote grid. I wonder if this comes with any actual technical support for interconnection or storage, or if it is just a paperwork exercise.
If they are talking about NDCs, they should be talking about building efficiency. Most of these territories have old stock that leaks heat and cool air. No amount of treaty signing fixes a bad building envelope.
