UK climate advisers: Heathrow expansion only viable if aviation pays to cut emissions to zero by 2050
theccc.org.ukThe UK Climate Change Committee has told the government there is no credible way to expand Heathrow Airport under current climate policies. Aviation emissions have more than doubled since 1990 while the rest of the UK economy has halved its emissions, and Heathrow alone accounts for about half of all UK aviation emissions. The CCC says expansion could only be consistent with the UK's net zero target if ministers force the aviation industry to reach zero emissions by 2050 through direct cuts and purchased engineered removals. The committee also wants the draft Heathrow Expansion National Policy Statement to explicitly include the 2050 net zero target in its climate test. Its recommended pathway relies on engineered removals for 36% of the reduction, lower demand growth for 24%, efficiency gains for 20%, and sustainable aviation fuel for 20%. Industry would pay for SAF and removals, not taxpayers. The CCC also flags uncertainty around new technologies and says contingency policies are needed if SAF or engineered removals slip. It argues that commercial risks from expansion should sit with investors, not consumers, and that lower income groups should not bear the costs of aviation decarbonisation.
