The UK Climate Change Committee published its annual progress report, warning that slow electrification is keeping household energy bills high. Emissions fell only 1.8% in 2025, and heat pump installations grew just 7% compared to 56% the prior year. The CCC estimates a household with an EV, heat pump, solar panels, and a time-of-use tariff could save around 1,200 pounds per year today, with rural homes saving up to 1,900 pounds. The report recommends making electricity cheaper by removing policy costs from bills, expanding EV charging infrastructure, accelerating heat pump installations, and speeding up grid connections for industrial electrification. Only 58% of the emissions cuts needed for the 2030 target are covered by credible plans. Yeah the 7% number is rough. Last year it was 56% growth. Something is stalling. Probably installer capacity and upfront cost. Policy costs on electricity bills are a known issue too.

Grid connections are the bottleneck they mention for industry. That is the same story everywhere. If you cannot get a connection in under 5 years the electrification timeline slips. Need to see actual queue reform progress.

The recommendation to remove policy costs from electricity bills is key. That shifts the burden to gas which makes heat pumps more competitive. But it is politically tricky. Expect pushback from gas-heavy regions.

For heat pumps the payback period still matters. If electricity stays expensive relative to gas the math does not work for most households without subsidies. The 1,200 pound figure assumes solar and time-of-use tariff which not everyone can do.
