Without these domestic capabilities, the UK risks importing cement from regions with lower environmental standards, potentially increasing overall global emissions.

The MPA is right about the process emissions. You cannot just switch to a green boiler when the chemistry of calcination itself releases CO2. The real question is whether the UK government has a clear enough subsidy framework to make these clusters bankable by 2035.

Bankable is the keyword. These clusters need massive energy inputs for the capture process. I want to see the power requirements for Padeswood and the Peak Cluster. If the local grid cannot handle the load, the 2035 timeline is just a guess.

Importing cement is a huge carbon leak. Shipping heavy materials across the ocean just to claim domestic emissions are down is a bad move. We need to figure out the cost premium for this low carbon cement and who actually pays for it in the housing budget.

Exactly. If the cost of low carbon concrete spikes, developers will just fight the requirements or look for loopholes. The policy needs to mandate the use of these materials to create a guaranteed market for the CCUS plants.
