UK CBAM Update: HMRC Publishes Default Emissions Values and Illustrative Rates for 2027
beckchoice.co.ukUK importers of aluminium, cement, fertilisers, hydrogen, and iron and steel should review HMRC's new CBAM guidance. HMRC published a draft notice with default emissions values for specific commodity codes, plus illustrative sector rates for the first year. The rates are not final, but they give a starting point for estimating carbon costs from 1 January 2027. The default values include a 10% markup except for fertilisers. Businesses can use verified actual emissions data instead, which may lower costs if suppliers can provide the evidence. HMRC will publish the applicable rates for January to March 2027 before the end of 2026, then update quarterly. Importers should check whether their goods fall under UK CBAM, track the £50,000 registration threshold, and start collecting supplier emissions data now. Registration does not open until 1 January 2028, but liability begins on 1 January 2027.
