The initiative focuses on converting emissions data into auditable carbon assets through digital MRV and blockchain technology. India will lead AI analytics and traceability, Singapore will manage green finance and capital access, and Dubai will serve as the center for climate intelligence and policy integration. This structure aims to streamline how the Global South accesses carbon finance.
