The ranking uses low-carbon energy use as a metric. But does that include purchased offsets or actual on-site generation? Those are very different things for real grid impact.

Good point. Without seeing the methodology breakdown, it is hard to tell if these are genuine operational reductions or just buying RECs. Western Sydney has been carbon neutral since 2023 but that label can mean different things.
