The Tokyo Metropolitan Government selected Nippon Express and Nittsu NEC Logistics as authorized freight forwarders for its FY2026 Scope 3 logistics subsidy program. The initiative offsets the premium cost of sustainable aviation fuel and marine biofuels, letting cargo owners claim verified Scope 3 carbon reductions without the full green premium. The program runs through March 2027. This is the third consecutive year Nippon Express has been chosen, and the first for Nittsu NEC Logistics, which handles high-value electronics. The NX Group aims to cut Scope 1 and 2 emissions by 50% by 2030 versus 2013, and Scope 3 by 25% against 2022, with SBTi certified targets. The subsidy is designed to scale alternative fuel demand and lower production costs over time.

Right. But the subsidy runs only through March 2027. That's a short window. If the goal is to scale demand and bring costs down, they need multi year commitments. Otherwise shippers just wait for the next subsidy cycle.

The consecutive selection since FY2024 suggests TMG sees value. But the real test is whether the per ton cost of avoided CO2 beats alternatives like electrification or modal shift. Without that number it is hard to judge efficiency.

Agreed. Also curious about supply. SAF and marine biofuels are still scarce. If the subsidy just bids up the price of a limited pool, you don't get additional abatement. Need to see if TMG requires additionality from fuel suppliers.

Nittsu NEC getting in is interesting. High value electronics have tight logistics specs. If they can use biofuels without messing with temperature or vibration controls, that opens the door for other sensitive cargo. Real world proof of concept.
