Togo has introduced an Environmental Compensation Fee (DCE) for maritime transport, tied to the carbon footprint of voyages involving the country. The fee is set at €15 per tonne of CO2 equivalent, with 50% of the calculated footprint attributed to Togo. ABETM is the independent body handling verification and collection, and ships need a DCE certificate once payment is made. The legal basis comes from Law No. 2026-007 and Order No. 105/MERPCCC/MFB/2026. Shipping companies can apply for exemptions through ABETM. Implementation is still being worked out with the local industry, so the actual financial impact is unclear. Anyone trading with Togo should confirm requirements with local agents before arrival.
