Thailand cuts 3.8 million tonnes of CO2 with low-carbon cement, beating NDC targets

Thailand's cement industry has reduced over 3.8 million tonnes of CO2 equivalent since 2019 by switching to hydraulic cement, which uses less clinker. The shift happened ahead of the country's NDC Roadmap timeline and is now the standard for structural cement nationwide, used in infrastructure, public buildings, and housing. The reduction was driven by 34 implementing partners across six ministries, covering R&D, standards under TIS 2594, and market adoption. In 2021 alone, clinker substitution delivered over 300,000 tonnes of CO2 cuts, nine years ahead of schedule. Between 2022 and 2023, another 1 million tonnes were saved. The Thai Cement Manufacturers Association says the model can be replicated in other industrial sectors and expanded regionally. The achievement was recognized at the TCMA at 20 event, with the Minister of Industry awarding partners for turning policy into measurable outcomes.
