The ministry estimates the impact on construction costs will be minimal, ranging from 0.005 percent to 0.022 percent, contradicting developer claims of a 5 percent increase. The carbon fee mechanism currently targets manufacturing and energy companies emitting over 25,000 tonnes annually. To prevent industrial flight, high-carbon leakage sectors like steel and cement receive an 80 percent discount, while companies with voluntary reduction plans access preferential rates.
