Taiwan is moving from climate pledges to implementation. The government approved sectoral greenhouse gas reduction programs for 2026-2030 covering energy, manufacturing, buildings, transport, agriculture, and the environment, with 20 flagship mitigation plans and 63 performance indicators. National net emissions in 2024 were 6.59 percent below 2005 levels, and carbon fee collection started this year, generating NT$4.97 billion for the Greenhouse Gas Management Fund. Taiwan also plans to introduce the Taiwan Emissions Trading System (TW-ETS) alongside the carbon fee. The UK has recognized Taiwan's carbon fee as a qualifying carbon pricing scheme under its CBAM, which could help Taiwanese exporters claim carbon price deductions. Separate work on circular economy legislation and adaptation planning, including a 40 degree Celsius heat scenario, shows the policy is broadening beyond energy and industry.
