Taichung digitalizes government documents, cuts 16.5 million sheets of paper and 120 tons of carbon emissions annually

Taichung City Government reports that its integrated document system now handles digital exchange, approval, and archiving for 767 agencies, schools, and civic groups. The shift eliminates about 16.51 million sheets of paper each year, translating to roughly 120 metric tons of avoided carbon emissions. The system serves over 25,500 users and cuts document delivery time from 1-2 days to under half a day for remote areas. Beyond paper savings, the platform includes online approval workflows with real-time status tracking and automated deadline alerts, reducing manual follow-up and associated costs. The city has also digitized archives since 2018, with 16 agencies receiving the Executive Yuan Golden File Award. Officials plan to expand system functions and strengthen security based on agency needs.
