Cutting 200 miles and dropping several ethanol plants suggests the original project economics were off. I wonder if the remaining 27 facilities in Iowa are actually locked in or if more contracts are at risk of expiring.
The real question is whether these route changes trigger a need for a full new permit. If they are changing the project scope this much, the original IUC approval might not cover the new reality.
Summit is trying to frame this as a win for landowners, but it looks more like they are cutting losses after the Dakotas blocked them. Hard to call it a strategic refinement when you are just deleting sections that were too hard to build.
