Summit Carbon Pipeline Faces More Delays as Iowa Utilities Commission Denies Consolidation and Sets 2027 Hearings
timesrepublican.comThe Iowa Utilities Commission has denied Summit Carbon Solutions' request to consolidate outstanding phase 2 pipeline dockets and set hearing dates for two short segments. The Floyd County docket will be heard March 23, 2027, and the Ida County docket on Feb. 23, 2027, both in Des Moines. Summit had asked for mid-December hearings and warned that delays would hurt Iowa's ethanol industry and low-carbon fuel ambitions. Phase 2 would add laterals connecting more biorefineries to the carbon capture pipeline. Summit's phase 1 permit, approved in 2024, is still tied up in litigation over whether the company qualifies as a common carrier with eminent domain rights. The IUC cited that lawsuit as part of the larger picture in its order. Landowners opposing the project say intervention rules exclude people who live near the route, and they are pressing candidates on property rights ahead of the election. Summit has also floated sending CO2 to Wyoming for enhanced oil recovery, which complicates the climate case for the project.
