Steelmakers urge EU to protect ETS1 carbon price and strengthen CBAM for industrial decarbonization

They argue that artificially depressing the carbon price would undermine investment certainty for industrial decarbonization and penalize early movers. The steelmakers say high electricity costs and global overcapacity, not carbon pricing, are the real pressures on competitiveness. The statement also addresses the Carbon Border Adjustment Mechanism which took effect in January 2026. The steelmakers want CBAM loopholes closed, steel-intensive downstream products added, and a permanent export solution developed. They stress that ETS1 revenues should be channeled back into industrial decarbonization, especially for CBAM sectors, to make the transition investable and maintain Europe's industrial competitiveness.
