Staffordshire council garden waste charges may increase carbon emissions, report finds

A 22-month investigation by East Staffordshire Borough Council's climate change committee found that charging residents £40 per year for garden waste collection could backfire on emissions. The report warns that households opting out may drive to recycling centers, burn waste, or contaminate black bins, potentially adding over 4,500 kg of CO2 annually from extra car journeys alone. The committee recommended replacing the flat fee with a banded subscription scheme to boost participation and reduce environmental harm. Councilor Michael Slater noted the policy may also increase fly-tipping, requiring more collection vehicles.
