Right. They mention surplus power flowing to Seoul, sometimes 3 to 5 GW. So the claim is that redirecting that surplus plus some new renewables covers the 6.3 GW. But what about transmission constraints? The article itself says the bottleneck was the high voltage network. That does not go away just because demand moves.

Worth noting that the minister said nuclear is cheap in Korea and renewables alone cannot run 24 hours. That is a realistic take. But the plan hinges on ESS for flexibility. Korea has announced big storage targets before and missed them. If the storage does not materialize, the 6.3 GW number is just a political claim.

The article also says Samsung asked for additional nuclear. The minister kicked that down the road. So the real story might be that this 6.3 GW is enough for the first phase but not for expansion. Worth watching how much storage they actually build and how fast.
