South Korea's 2025 Emissions Target Was Met, But Industrial Slowdown Masked a Slowing Reduction Pace
chosun.comSouth Korea's net greenhouse gas emissions came in at 590.9 million tons in 2025, beating the government's annual target by 26.7 million tons. The Climate Committee credited most of that gap to weaker output in steel, petrochemicals, and cement, not to structural decarbonization. Emissions from power and heat rose slightly to 214.3 million tons, as nuclear plant outages led to more coal generation even as renewables expanded. Annual emissions cuts have slowed from 3.6% in 2023 to 1.8% in 2024 and 1.3% in 2025. To meet the 2030 NDC of 436.6 million tons, South Korea would need average annual reductions of 5.9% over the next five years. The Climate Committee called the scale challenging and flagged missed targets in transport, waste, and agriculture, pointing to slow EV adoption and weak progress on low-carbon farming and waste reduction.
