Mentioning HVDC and 345kV expansion is the only part of this that sounds real. Most of these regional plans fail because the grid can't handle the new load. I want to see the actual interconnection timeline before calling this a win.
The autonomy and financial special cases mentioned are the real lever here. If they can actually set their own procurement rules for RE100 clusters, they might bypass some of the national red tape that usually kills these projects.
