South Korea launches low-carbon steel certification and special zones to boost green steel market

South Korea's Ministry of Trade, Industry and Resources has approved an enforcement decree for the Steel Industry Act, creating a low-carbon steel certification system and special zones. The policy, effective June 17, aims to establish a domestic market for low-carbon steel by setting certification standards based on greenhouse gas emissions and reductions, and by designating special zones to encourage industrial agglomeration and infrastructure development. The decree also introduces a designation system for specialized companies that process recycled iron resources, which will help improve steel scrap quality and secure supply for carbon-neutral steelmaking. A Special Committee chaired by the Prime Minister will oversee five-year basic plans and policy coordination. These measures provide a legal foundation for South Korea to strengthen its steel industry competitiveness while transitioning to lower carbon production methods.
