South Korea's government has passed an enforcement decree treating the steel industry as a national strategic sector, on par with semiconductors and batteries. The decree, under the Special Act on the Steel Industry, introduces a low-carbon steel certification system, designates special steel zones for regional innovation, and creates a framework for business restructuring. It also establishes a Special Committee chaired by the Prime Minister to oversee the industry's transition to carbon neutrality. The certification system will set standards based on production methods, technology, and greenhouse gas emissions, aiming to build a domestic low-carbon steel market. Special zones will be designated based on industrial clustering and infrastructure, while a new system for recycled steel scrap processing companies aims to ensure stable supply of raw materials for carbon-neutral production. The measures take effect June 17, 2026.
