That is the main issue. There is a big gap between a political pledge to be RE100 and the actual procurement rules required to make a fab viable. Without a clear subsidy or PPA framework, the companies won't move.

Decarbonizing petrochemicals is the hard part. Most of those processes rely on high heat. Unless they have a plan for industrial heat pumps or hydrogen, the RE100 claim only covers the electricity, not the process emissions.
