South Africa is struggling to integrate the Climate Change Act into the core mandates of its government departments. While the Act provides a legal framework for emissions trajectories and carbon budgets to meet Paris Agreement goals, recent budget votes show a lack of programmatic action. Effective climate mitigation requires every government department to incorporate adaptation and reduction policies into their annual planning. Without this integration, the legal targets for sectoral emissions remain marginal priorities rather than central drivers of policy.
