Singapore will begin Phase 1 of the IAEA Integrated Nuclear Infrastructure Review in 2027 to assess its readiness for nuclear energy as a low-carbon option. The review covers 19 infrastructure issues including safety, regulation, and human capital. This is not a commitment to build reactors but a pre-decision assessment to identify gaps before any deployment decision. The country has been building capability through the Nuclear Energy Office, Nuclear Safety Division, and the Singapore Nuclear Research and Safety Institute since 2014. The IAEA framework typically takes at least 15 years from initial planning to operation. Singapore is also monitoring global developments in small modular reactors and Gen IV technologies as part of its due diligence for energy security and decarbonization.
