This is a classic example of a bottom-up approach to climate policy. The intent is good, but the success depends on whether these practitioners actually get the authority to implement changes or if they are just attending lectures.
Giving out energy-saving power strips is a start, but it is a drop in the bucket. I would rather see these training sessions focus on building retrofits or heat pump adoption for the vulnerable groups mentioned.
Seoul is pushing these local districts to hit carbon targets. It is interesting to see the focus on the social side of the transition, though the actual carbon math on these community gatherings is probably negligible.
